This week's entry is here, and some photos are here. If Jon has you so stoked that you'd like him to be your surf camp guide, book your trip right here.
The Groundswell Society got a write-up on the Pacific Sunwear site, of all places.

Altough the water is still chilly, the air is in the 80's, so trunkable conditions have returned to Santa Barbara.

Surfrider reminds us that the deadline for the public comment period for the proposed IV Parking Plan is today at 5:00. If you haven't already, drop a note to Joy by 5:00:
Joy Hufschmid
County Public Works Department
123 E. Anapamu Street
Santa Barbara, CA 93101
Or you can try emailing Joy (this address is unverified).
Surfrider also discovered that the much anticipated IVParking.org is now online, including the proposed rates. Interesting that the public comment period is ending smack in the middle of the UCSB spring break, another victory for the small group of people pushing this plan through. You gotta love government bureaucracy on this one, kids, the proposed plan is to charge each car $125 a year for the right to hunt for a spot in IV. This will generate over 1 Million dollars, of which Half a Million Dollars goes into 8 new county employees. Would you like to head into IV at 6:00pm, eat at The Cantina, go get a snack at the IV Food Co-Op, raid the bin candy at IV Market before heading over to watch the Lady Gauchos earn a berth in the Sweet 16? That will cost you the first two hours in parking fees ($3.00), but wait theres more because under the current plan the meters will only hold 45 minutes worth of coins.
Then of course there is surfing. Of the 70 free parking spots in IV, 65 of them are where we park to surf Deveraux and Sands. 65 spots to not only handle the beachgoers like us, but also cheap students and employees who will discover our little parking niche and cause mad chaos. Surfrider tells us the Board of Supervisors is tentatively planning on hearing this on May 4th.

"March 16, 2004, Santa Barbara, CA –
The Santa Barbara Maritime Museum will display the first ever retrospective on surfing icon and innovator George Greenough, plus an art exhibit entitled "Inspired", which features artistic interpretations using Greenough as the focal point for the pieces created. This exhibit, developed by the Huntington Beach International Surfing Museum, is especially significant to the Santa Barbara Maritime Museum and the Central Coast because Greenough grew up in Montecito, and much of his pioneering in film, and wave-riding surfboard and boat design, was developed and tested in local waters".
This runs from April 12 well into October. Admission is $3 and more details are in this 72Kb .pdf and soon at the SBMM website.

The IV planning meeting apparently was supposed to just be about "environmental impacts." I don't think anybody knew this until they got into the room tonight, as even the county's website made no mention of this limitation, which I believe took many people off guard. However, the speakers talked about anything that was on their mind, from holier than thou over the top meddlers with way too much time on their hands to mom's who just wanted to be able to park to go to the food co-op. Surfers like Cary Penniman, Matt Graham, Ken Palley, Scotty Bull and Paul Franzen spoke with authority on why free beach access is needed in IV while on the other side we had characters such as Dianne Kahn and Robert Bernstein taking the opportunity to explain their grand plan on automobile usage in the USA.
Another meeting is planned that will provide a better opportunity for people to offer their comments, although I'm unsure of the date on that one. You still have until March 23rd to submit your written comments though:

If you just can't get enough of these planning meetings keep in mind the Joint Proposal for the Ellwood-Devereux Coast people will present their plan this April 4th.
